President commissions a new million dollar water supply and sanitation project & model school in Entebbe

President Yoweri Museveni has commissioned a 60-billion shillings water supply and sanitation project in Entebbe Municipality that is intended to provide safe drinking water to over 120,000 people, improve water quality in Lake Victoria and provide sustainable protection from pollution caused by domestic and industrial waste water. The project is funded by the German Government.
“We handle things slowly and with patience. In the past 2 years, emphasis has been on boosting electricity production and road infrastructure. Foreign aid had a lot of conditionality so we decided to use our own money to fix infrastructure. Many roads are now going to be rehabilitated,” he said.
The President also said he would soon make a mobilization tour of Entebbe Municipality to sensitize people about Prosperity For All programme. The President said they put a lot of emphasis on electricity and roads infrastructure because these are vital for the development of all sectors including water and education.
The water project is intended to benefit residents of Entebbe, Katabi Sub-county, Garuga, Entebbe – Kampala high way including Kajjansi and Akright Kakungulu housing estate totaling to 200,000 beneficiaries. President Museveni urged Ugandans to use the peace and development to transform their lives through income generating activities by exploiting the modern infrastructure.
The Water and Sanitation project was implemented by the National Water and Sewerage Corporation on behalf of the Government of Uganda in partnership with the Federal Republic of Germany through its agency – the German Development Bank (kfw). The government of Uganda contributed 15 billion shillings, while the German government contributed 45 billion shillings respectively and the project was implemented in 30 months.
The Minister for Water and Environment, Hon. Maria Mutagambwa, said water is vital in promoting economic growth and development. She said the commissioning of the new project is in line with the 2006 NRM manifesto and consistent with the objectives of the National Development Plan and the Millennium Development Goals.
The Managing Director, National Water and Sewerage Corporation, Dr. William Muhairwe, commended the President for the good political, social leadership skills that has made it easy for them to bring development partners on board for the benefit of Ugandans.
The Head of Cooperation of the Embassy of the Federal Republic of Germany, Mr. Micheal Krake, said Germany is proud and thankful for looking back on almost twenty years of fruitful cooperation with Uganda in the urban water sector, advisory services and institutional support as well as infrastructure investments in Uganda. Before addressing a mammoth rally at the Mayor’s Garden in Entebbe Municipality, President Museveni also commissioned the Changsha Model Primary School, partially funded by Changsha County in the People’s Republic of China, the government of Uganda and Entebbe Municipality. The ultra modern structure, due to open early next year, will equip primary school children with technical skills basing on Chinese experience of instilling skills alongside academic training.
The President commended the People’s Republic of China, through their Ambassador Mr. Sun Heping, for their support in providing what he described as a hybrid education formula which combines academics and technical training alongside each other. The President said the school will help children deal with today’s emerging challenges and not simply copying the Western world.
He commended the Mayor of Entebbe, Stephen Kabuye, for lobbying for developmental initiatives and assistance from Uganda’s development partners. The Minister of Education and Sports, Hon. Namirembe Bitamazire, said the Changsha Model Primary School is going to offer a unique experience as one of the few model schools available that combines academic training and skills training at primary school level.
She said absenteeism of teachers and school drop outs for pupils was a major challenge to the education institution. She called for the enforcement of bye laws under which parents, who are not sending their children to school, can be punished.
